Fix triple-quoting electricity in python-mode

* lisp/progmodes/python.el (python-electric-pair-string-delimiter): Fix
triple-quoting electricity.

* test/automated/python-tests.el (python-triple-quote-pairing): New test.
(python-syntax-after-python-backspace): New test.
